SMUD is looking for a skilled Career Learning and Development Manager. The Manager of Career Learning and Development is a strategic leader to the organization and the leadership team – providing contributions and expert advice on organization learning needs to advance the skills and knowledge of employees. Your goal will be helping SMUD succeed by training and developing the talent within. The ideal candidate will be passionate about helping people learn and grow. The Manager of Career Learning and Development will report directly to the Director of People Services & Strategies and lead a team of learning professionals.

Purpose:
Manages the organization’s learning strategy for enterprise training. Assesses enterprise learning needs and develops and manages a portfolio of learning and career development programs. Supports learning and development efforts around critical organizational initiatives related to people and culture. Utilizes a variety of learning strategies and technologies to achieve desired outcomes. Evaluates and reports the status and impact of career development and learning programs and initiatives to the Director of People Services & Strategies. Administers corporate mandatory training program and learning and development technologies. Oversees consultant contracts for training services. Establishes and maintains process and procedures for learning design, development, delivery and evaluation using multiple learning modalities. Performs relevant duties and supervises staff in the execution of programs to ensure they provide for a skilled, competent, productive, and inclusive workforce.
 
Leads in the development, implementation and managing of department goals, objectives, policies and priorities in partnership with the department Director; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments.
Major Duties & Responsibilities:
Directs the work of the career development and learning team to align with the strategic direction of the organization and PS&S department, providing clarity of purpose, role and desired outcomes for the team. Maintains staffing levels and work quality to meet defined objectives and assigned unit responsibility by interpreting and executing SMUD strategies, policies and procedures that affect the team’s work; recommends modifications to operating policies; performs work and oversees and evaluates work through staff supervisors or experienced lead employees who exercise independence in their assignments; ensures consistent high-quality delivery and documentation of processes; hires, disciplines, trains, coaches, mentors, evaluates, and develops staff; advises units on tasks and operations as required to solve complex problems; ensures staff safety and prevention of personal injury and equipment loss; and acts to ensure project and operational schedules and budgets are met to ensure that work functions in area of responsibility comply with SMUD policies, practices and procedures, labor agreements and that operating objectives in area of responsibility are met within expected timing, budgetary, quantity, accuracy, safety and quality standards.Supervises and administers internal/external career development and learning programs related to management, supervisory and employee development by: assessing SMUD’s short- and long-term training and organizational development needs and aligning to SMUD’s overall business and people strategies; overseeing the assessment, design, development and implementation of career development and learning strategies and programs; develops evaluation approach and metrics to measure business impact and drive continuous improvement; fostering, developing and guiding selection of external training programs, including making data-driven recommendations on make vs. buy strategies, setting the instructional and performance objectives and determining if they have been achieved; and conducting follow-up analysis, evaluation and coordination of any modifications of training and development programs. Consults with leaders on training solutions related to high priority business process changes and improvements; to identify resources and staffing of a portfolio of programs; and researches workforce and learning and development trends.Coordinates specialized training programs, identified through business needs assessment to determine any special training needs; overseeing the selection, implementation and scheduling of these training courses; and conducting periodic evaluations of such programs.Develops and maintains organizational communications (iNet) and other communication channels to ensure employees have knowledge of training and development events and resources.Provides guidance, assistance and advice to executive management, managers, supervisors and employees related to training, and employee development effortsEnsures that SMUD management and employees receive adequate guidance and assistance in support of their training and career development goals and SMUD’s objective for a current and future skilled and competent workforce; that SMUD policies and procedures have been communicated, understood and complied with.Assists in the development, revision and communication of SMUD’s mandatory training program, partnering with SMUD’s subject matter experts; ensures that SMUD requirements, guidelines and procedures for mandatory training are effectively implemented.

Requirements

Minimum Qualifications:
Education:
BA/BS degree from an accredited college or university majoring in Business Administration, Human Resources Management, Training, Public Administration or related field.

Experience:
Five or more (5+) years of progressively responsible lead or supervisory relevant work experience in learning and development and/or, career development program design and implementation.

Knowledge Of: Adult learning principles and best practices for training needs assessment, design, development, implementation, and evaluation. Principles and techniques of supervision and management; strategic business planning methods and techniques; trends in management and employee development and training; principles of inclusion and equity related to development programs learning principles; HR record keeping systems; budgeting methods and techniques; project management techniques; contract administration; negotiation techniques; , federal, state and local laws and regulations governing HR operation; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Skill To: Supervise and manage staff; develop and maintain processes and systems to manage a portfolio of programs and projects simultaneously; develop and implement policies, programs and procedures; conduct budget preparation and expenditure control; negotiate effectively; manage external vendors and contracts; manage a portfolio of career and learning development programs and projects and schedules; evaluate and research training options and alternatives. design and implement effective training and development programs. Analyze data related to people strategies and development programs; strong business acumen interpret and apply Civil Service rules, standard SMUD policies and procedures, labor agreements and government rules and regulations; prepare comprehensive and complex reports; communicate effectively orally and in writing; develop and deliver presentations to diverse groups or individuals; utilize technology applications, systems and software relevant to the career development and learning; communicate effectively orally and in writing internally/externally; strong personal integrity and a collaborative style; capable of building and sustaining productive, effective working relationships internally and externally.
Desirable Qualifications:
Certification in learning and development related function(s), such as Certified Professional in Talent Development (CPTD) and/or SHRM SCP credential
